On December 17, 2019, the government of Japan concluded a Memorandum of Cooperation (bilateral agreement) with the government of Uzbekistan regarding specified skilled workers.
On the afternoon of that same day, Mr. Nozim Khusanov, Minister of Uzbekistan’s Ministry of Employment and Labor Relations, and Mr. Isakrof, a Department Manager with Uzbekistan’s Agency of External Labor Migration (AELM), who were visiting Japan, paid a call on JITCO and engaged in consultations regarding the Technical Intern Training Program and the Specified Skilled Worker Program. JITCO provided an explanation of the framework used for the Specified Skilled Worker Program and of the need for Uzbekistan to put in place the relevant systems to facilitate the sending of specified skilled workers. The Minister noted the measures that the Uzbekistan government was taking to provide cash loans for technical intern trainees and specified skilled workers, as well as plans for holding both domestic and international seminars in the future. There was a shared consensus with respect to the importance of continuing to further strengthen the collaborative relationship in regard to the sending of human talent from Uzbekistan. More information will be provided about the sending of specified skilled workers from Uzbekistan once the details have been finalized.
