Under the new framework that came into effect on November 1, 2017, the government of a sending country and the government of Japan execute a bilateral memorandum of cooperation and efforts are made in cooperation with the government of the sending country to eliminate inappropriate sending organizations.
The memorandum of cooperation was concluded on January 15, 2019.

Pursuant to the memorandum of cooperation, approved sending organizations were announced on the Japan International Training Cooperation Organization website in February 2019. The memorandum of cooperation provides that technical intern trainees will not be accepted from organizations other than approved sending organizations.
