New R/D Signed and Consultations Held with the Cambodian Government Contact Organization

On November 29, 2019, while a JITCO delegation headed by JITCO President Hiroaki Yagi was visiting Cambodia, JITCO signed a new Record of Discussions (R/D) with Cambodia’s Ministry of Labor and Vocational Training (MLVT) regarding the Technical Intern Training Program and the Specified Skilled Workers Program.

Following the recent signing of a Memorandum of Cooperation regarding specified skilled workers between the government of Japan and the government of Cambodia, this new R/D signed with Cambodia is intended to promote and facilitate the sending and receiving of technical intern trainees and specified skilled workers, and to establish a formal relationship between JITCO and the sending country in relation to these two systems.

JITCO believes that the signing of this new R/D will contribute towards a further strengthening of the support services that JITCO provides for supervising organizations, implementing organizations, registered support organizations, the organizations with which specified skilled workers are affiliated, and other stakeholders. More specifically, JITCO should be able to offer a wide range of services that include the provision of more comprehensive information about sending organizations, the promotion of communication and exchange between receiving organizations in Japan and sending organizations, promoting the enhancement of the quality of the sending organizations (which in turn will contribute towards promoting and facilitating the operations of the receiving organizations in Japan), the provision of information regarding existing rules and procedures in Cambodia, and the prevention, in advance, of various types of issue that could arise in relation to Cambodia, etc.

In the future, JITCO will be seeking to put in place a framework, in regard to the relationship with sending countries and sending organizations, etc., that is aimed at promoting and facilitating the activities of all stakeholders, and which will include the signing of new R/Ds with additional sending countries besides Cambodia.

In addition, on November 29, 2019, JITCO held consultations with Cambodia’s Ministry of Labor and Vocational Training (MLVT). JITCO explained the current status of the Technical Intern Training Program and the Specified Skilled Workers Program, as well as the role played by JITCO, etc. MLVT expressed the hope that JITCO would continue to provide support for the sending of technical intern trainees and specified skilled workers from Cambodia, in response to which JITCO noted that it was working to realize a further strengthening of various types of support provision.

On November 28, a seminar for sending organizations was held. Besides MLVT personnel, the attendees at the seminar also included around 110 representatives of sending organizations. During the seminar, JITCO explained the Specified Skilled Workers Program, the differences between the Specified Skilled Workers Program and the Technical Intern Training Program, the current status of the Technical Intern Training Program, the role that JITCO will be playing in the future, etc.
