New Record of Discussions Executed with Vietnamese Governmental Contact

JITCO executed a new Record of Discussions (R/D) with the Department of Overseas Labour (DOLAB) of the Ministry of Labour, Invalids and Social Affairs of Vietnam on September 27, 2017 (the R/D came into effect on November 1, 2017).

Vietnam sent the largest number of technical intern trainees in 2016 and became the first country to execute a Memorandum of Cooperation with the Japanese government on June 6, 2017. The new R/D executed by Vietnam and JITCO is intended to promote and facilitate the sending and acceptance of technical intern trainees under the new policy framework established by the Technical Intern Training Act and the Memorandum of Cooperation. This was the first such R/D executed by JITCO.

Under the new R/D, JITCO will further reinforce its support services for technical intern trainees supervising organizations and implementing organizations. Specifically, JITCO will provide enhanced information for sending organizations, encourage exchanges between supervising organizations and sending organizations, support increases in the quality of sending organizations (which will lead to promotion and facilitation of the operations of supervising organizations), provide information in Vietnam regarding rules and procedures, take measures to prevent various issues that arise relating to Vietnam, and provide various other services.

JITCO will execute a new R/D with each country and will build structures to promote and facilitate operations in its relationships with sending countries and sending organizations.
