JITCO signed a new Record of Discussions (R/D) with the National Skill Development Corporation (NSDC) in Delhi on February 22, 2018.

India executed a Memorandum of Cooperation relating to the new technical intern training program with the government of Japan on October 17, 2017. The new Record of Discussions (R/D) executed by JITCO and NSDC at this time is intended to promote and facilitate technical intern trainee sending and accepting operations under the new policy framework established by the Technical Intern Training Act and the Memorandum of Cooperation. This is the third such R/D that JITCO has executed, following an R/D with both Vietnam and Cambodia.

The signatory to the previous R/D was the Ministry of Skill Development & Entrepreneurship (MSDE), but by request from India, the new R/D was executed with the NSDC, an organization under the authority of the MSDE to which general management of the program has been delegated.

Under the new R/D, JITCO will further reinforce the support services provided to supervising and implementing organizations. Specifically, JITCO will provide enhanced information for sending organizations, encourage exchanges between supervising organizations and sending organizations, provide information in India regarding rules and procedures, take measures to prevent various issues that arise relating to India, and provide various other services.
