Report of Seminar for Strengthening Management of Vietnamese Technical Intern Trainees to Japan (April 2016)

On April 11, 2016 JITCO held a seminar in Tokyo on the Vice Minister’s circular effective on November 18, 2015 regarding strengthening the management of Vietnamese technical intern trainees.

An overview of the seminar is as follows.
The seminar began with opening remarks by JITCO Director Suzuki, followed by remarks from Deputy Minister Diep of Vietnam’s Ministry of Labour, Invalids and Social Affairs (MOLISA). Then from the Vietnamese side, MOLISA’s Department of Overseas Labour (DOLAB) gave an explanation about the circular of the Deputy Minister of MOLISA. As part of that, there was a mention of the release of the new circular dated April 6, 2016 (hereafter referred to as the new circular), and there was an explanation of the contents of the circular, including the limitations on the number of sending organizations based on the number of people accepted.
During Q&A session, the supervising organizations asked questions regarding the topics of 1) the limitation on the number of sending organizations they can contract with, 2) housing expenses and insurance, and 3) subjects of their choice. The Vietnamese side gave explanations in response.

Compilation on the results of the discussion with DOLAB held on April 12, 2016 and a detailed interpretation of what is stated in the circular is currently being studied. This will be updated later.
