A visit by a delegation from the Associação de Agências de Emprego de Capital da China (Macau)

On October 31, 2019, a delegation from the Associação de Agências de Emprego de Capital da China (Macau) visited JITCO. The Associação de Agências de Emprego de Capital da China (Macau) is an association comprising 19 sending organizations that are engaged in arranging the dispatching of labor from China proper to the Macao Special Administrative Region. The Macao Special Administrative Region, which has a population of around 600,000 people, relies heavily on migrant workers, including 110,000 from China proper and 70,000 from other countries. Recently, because of the impact of China’s Belt and Road Initiative (BRI) and rising wages in China, it has become increasingly difficult for Macao to secure the workers it needs. The delegation from the Associação de Agências de Emprego de Capital da China (Macau) visited Japan and engaged in consultations with JITCO with the aim of learning about the policy adopted by Japan – which has a long history of receiving workers from China – with regard to receiving foreign workers, and to acquire related knowhow.
JITCO gave a presentation on the current state of the Technical Intern Training Program and the Specified Skilled Worker Program, and there was also an explanation of the support that JITCO provides, in its role as a comprehensive support organization, to promote the effective utilization and smooth operation of these programs.
The representatives of the Associação de Agências de Emprego de Capital da China (Macau) gave a presentation on the current state of worker acceptance in Macao, and there was an exchange of views regarding the Technical Intern Training Program and the Specified Skilled Worker Program. During the question-and-answer session, many questions were posed regarding wage levels in Japan, demonstrating the high level of interest in this issue. Mr. Deng Qiang, Director of Associação de Agências de Emprego de Capital da China (Macau), stated that the explanations provided by JITCO and the exchange of views would provide a very useful reference for Macao when deciding on its labor acceptance policy in the future, and he expressed the association’s sincere gratitude to JITCO.
