Details of New Border Measures from 1st March 2022

The Japanese Government announced the details of New Border Measures effective from 1st March 2022.

Ⅰ. Outlines

1.New entry of foreign nationals

New entry of foreign nationals into Japan under the supervision of receiving organizations is allowed, except for those for touristic purposes.

2.Change of quarantine period after entry into Japan

What are the requirements for vaccines?

(1) Valid vaccines for primary series (1st & 2nd dose)
Pfizer / Moderna /AstraZeneca / Janssen
(2) Valid vaccines for 3rd dose (Booster)
Pfizer / Moderna
(3) Qualified vaccination certificates
The COVID-19 vaccination certificate must be issued by an official body such as
government of any of the countries/ regions.

3.Use of public transportation after entry
Public transportation may be used when moving to self-quarantine place within 24 hours after entry into Japan.

Ⅱ. Required Procedure

<Certificate for Completion of Registration to ERFS>

1.The person in charge of acceptance in Japan applies in advance and obtains the above mentioned certificate (PDF) through ERFS. The certificate to be sent to the foreign national by the person in charge of acceptance, the foreign national should present it to Japanese diplomatic mission abroad when applying for a visa.
2.The person in charge of acceptance can delegate the procedure to a third party.
It is necessary to submit a power of attorney when applying to ERFS.

From 2nd December 2021, as emergency precautionary measure from a preventive perspective against coronavirus variant Omicron (B.1.1.529), validity of visas issued before 2nd December 2021 are suspended.

Ⅲ.Certificate of Eligibility

Validity period of the Certificate of Eligibility (COE)
Validity has been extended as a special measures by the Immigration Service Agency announced on 1st March 2021 28th December 2021.
Please also refer to New policy regarding the period of validity of the certificate of eligibility(Under revision)

Please note following condition for the COE extention
Submission of a Declaration (written statement of reasons) stating that
“the accepting organization, etc., is able to continue accepting the foreign national with the same activity contents as were given at the time of the application for the certificate of eligibility”
when applying for a visa at Japanese diplomatic mission abroad.
