Conclusion of Memorandum of Cooperation (MOC) on Specified Skilled Workers between the Governments of Japan and the Philippines

We hereby announce that the Japanese government concluded a memorandum of cooperation (MOC) on specified skilled workers with the government of the Philippines dated March 19, 2019. This is the first memorandum of cooperation on specified skilled workers, and it establishes a basic framework to ensure the smooth and appropriate sending and receiving of foreigners with specified skills (and in particular, the elimination of ill-intentioned agencies) and share information and cooperate to solve issues, etc., of foreigners with specified skills relating to working in Japan. Furthermore, according to this MOC, the Philippines shall establish “necessary guidelines for the implementation of the MOC, including the creation of standard employment contracts and the selection and dispatch of foreigners with specified skills through accredited sending organizations.” JITCO will provide further information with regard to this as soon as it becomes available.
