On March 2, 2009, JITCO officials visited the Ministry of Labor and Transport Management (MOLTM) in Katmandu and held an annual consultation meeting with Secretary Yuba Raj Pandey.
JITCO mentioned that no trainees had been sent from the Federation of Nepalese Chambers of Commerce and Industry (FNCCI), the sole certified organization under MOLTM; yet on the other hand, other non-certified sending organizations had been sending more and more trainees to Japan. JITCO inquired into the progress on the certification of new sending organizations, which MOLTM had mentioned to pursue at the last meeting.
Secretary Pandey explained that MOLTM had announced the certification of more sending organizations, and were already in the process of screening candidate organizations such as manpower agencies for the final selection of approximately 50 organizations. Secretary Pandey added that MOLTM would evaluate these sending organizations even after they were certified, and remove certification if considered not-competitive enough.
After the consultation meeting, JITCO officials paid courtesy visit Minister Lekh Raj Bhatta. The minister expressed regret over the fact that no trainees had been sent from the certified sending organization after the Record of Discussions signed in 2003, and said that he had instructed that more sending organizations be certified, so hopefully the number of trainees would increase.
