On February 26, 2009, JITCO officials visited and held an annual consultation meeting with Secretary In-Charge Elias Ahmed and other officials of Bangladeshi Ministry of Expatriates' Welfare and Overseas Employment (MEWOE).
JITCO pointed out that trainee-dispatch efforts by the Bureau of Manpower Employment and Training (BMET), the sole certified sending organization under MEWOE, had not been successful in the past. JITCO suggested that new measures be taken by MEWOE to revitalize trainee-dispatch, and in particular that new sending organizations be certified additionally to MEWOE.
MEWOE said that unsatisfactory outcome by BMET was regrettable, and hoped to resolve issues from the past cases so as to increase the number of trainees sent to Japan. As for the idea of newly certifying more sending organizations, MEWOE explained that, given the current situation where only the limited number of trainees have been sent, it might not be appropriate now, and MEWOE would like to consider additional certification once the number of trainees has increased.
After the consultation meeting, JITCO paid a courtesy visit to the Minister Khandker Mosharraf Hossain. The minister said that Bangladesh had much experience in sending workers to other countries, yet most of them were unskilled laborers and that he wished to utilize the Japanese training program to help more workers to acquire skills.
