JITCO promotion program for Japanese language education


In the training and technical internship program for foreign people, it is very important for trainees and technical interns to have mastered Japanese language in order to have a safe and healthy life in Japan and ensure to acquire industrial techniques, skills and knowledge.


JITCO provides part of the required expenses regarding Japanese language education that meets certain standards (called "JITCO study grant for a Japanese language course") to accepting organizations including small and middle sized companies. Its aim is to encourage further development of Japanese education to foreign trainees and promote the training and technical internship system to run smoothly and properly.


Based on this major consideration, JITCO supports trainees who plan to transfer to technical internship with using "the support program for foreign trainees to master Japanese language". The program to promote Japanese language education supplements the support program for foreign trainees to master Japanese language". It widely promotes Japanese language education for trainees who are not subject to the latter program. This program is not included in conditions for public assistance (article 246 and 247, the Ministry of justice Notification) required when foreign trainees are accepted through small and middle sized and other organizations.


The following requirement will be applied to applications for Japanese language education that JICTO has received on April 1, 2007 onward.


1.Provision standards

In order to receive provision of "JITCO study grant for attending a Japanese language course", the following requirements should be fully satisfied.

  1. Trainees who are going to take Japanese language classes do not plan to transfer to technical internship.
  2. Japanese language classes shall be conducted as part of group training for foreign trainees.
  3. Japanese education is subcontracted to a Japanese language educational institution selected by free will of small and middle sized organizations from Japanese language education institutions registered and published by JITCO.
  4. The standard length of classes per day and week is 6 hours and 5 days respectively. However, if absolutely necessary, the maximum class hours are up to 8 hours per day and 40 hours per week.
  5. The total hours of Japanese language classes are 60 hours or more over the length of a course.
  6. The maximum number of students in a class is 20 persons. However, applications shall be accepted even if the class size is between 21 persons and 30 persons for the time being.
  7. The training and technical internship program for foreign people conducted by small and middle sized accepting organizations is appropriate in line with ordinances, JITCO guidelines or other regulations.

2. The amount of expenses subject to the study grant

The following are expenses subject to the JITCO study grant for a Japanese language course.

  1. Instructor fees: Fees for hours that an instructor has provided Japanese language classes
  2. Purchase of study materials: Study materials provided to foreign trainees who take Japanese language classes

* The study grant from this program and the subsidy for small and middle sized companies for Japanese language classes based on "the support program for foreign trainees to master Japanese language" are not concurrently provided.
