Language Skills Support Project for International Trainees


The Fund for Language Training in Small to Medium Businesses (herein referred to as 'the Fund')


It is important to be able to understand Japanese in order to live safely and healthily, and learn the techniques, skills and knowledge of the industry in both the industrial training and technical internship program.


JITCO financially supports small to medium businesses that incorporate language training programs that meet JITCO's standards. This support partially covers training expenses, and is called the Fund for Language Training in Small to Medium Businesses (the Fund).


The purpose of the Fund is to promote proper industrial training and technical internships by assisting in the development of trainees' and interns' language abilities.


This project meets the requirements for public assistance programs as described in articles 246 and 247 of the Ministry of Justice Notification, as related to international trainees and interns in small to medium businesses.


The following requirements are applicable to all approved language training programs scheduled to be completed any date after April 1st, 2005.


1. Criteria for the Fund

To receive financial assistance it is necessary for any language program conducted by small to medium businesses to meet all of the following requirements:

  1. Trainees in the language program are scheduled to advance into the technical internship program;
  2. Japanese language education is conducted as part of Group Training for international trainees;
  3. If the training is subcontracted, the Japanese language education institution as selected must be endorsed by JITCO;
  4. The content of the Japanese language education curriculum is considered appropriate;
  5. The standard training hours are six (6) hours per day, five (5) days per week.  If absolutely necessary, the maximum class hours may be extended to eight (8) hours per day only, to a maximum of forty (40) hours per week;
  6. The language training course must total more than sixty (60) hours;
  7. The class should consist of less than twenty (20) students. However, applicants will tentatively be accepted even if the class size is between twenty-one (21) and thirty (30) people; and,
  8. The international industrial training and internship program adheres to all laws and regulations, and also JITCO guidelines.

2. Fund Coverage

The following items are eligible for the Fund:

  • (1) Hourly fees an instructor has provided Japanese language classes; and,
  • (2) Study materials supplied to international trainees who take Japanese language classes.
