
On May 14, 2009, a Record of Discussion (R/D) and its supplementary document were concluded between JITCO and the Peruvian Ministry of Labor and Employment Promotion (MTPE), lead by Minister Jorge Villasante. This marked the change of governmental contact in Peru from the Peruvian International Cooperation Agency (APCI) to MTPE.
JITCO had concluded an R/D with Ministry of the Presidency in 1994. Later, JITCO's point of contact was switched to the Executive Secretary of International Technical Cooperation (SECTI) due to government reorganization in Peru. The duty eventually settled with APCI in 2003. Approximately 100 Peruvian trainees and technical interns are currently in Japan.
At the meeting held last April, MTPE displayed interest in assuming the role of governmental contact. This conclusion of the R/D and the addendum was the first step in reorganizing Peruvian governmental contacts for the training program.
On the 12th, JITCO held a meeting with APCI prior to concluding the R/D with MTPE.
APCI explained that the R/D in 1994 was signed by Ministry of the Presidency, and APCI had never officially confirmed the role of JITCO's contact for Peru. APCI welcomed the transfer of the role to MTPE. APCI also explained that it would be possible, with an official request, to collect and provide the records of trainees and technical interns who had been sent to Japan, along with activity reports from two APCI-certified non-governmental organizations that function as sending organizations.
In response to the meeting with APCI, JITCO met with MTPE's Vice Minister Javier Barreda. The discussion continued for four days. MTPE felt very positive about trainees being sent to Japan under the Training and Technical Internship Program, thus a new R/D and its addendum were signed.
Future tasks to be resolved are identification of specific contacts within MTPE, reaccreditation of existing sending organizations and establishment of instructing systems for sending organizations.
JITCO intends to strengthen communication with MTPE to familiarize them with the role of governmental contact, and to further develop understanding of the training program.
